The majority of the State Programs are available through the Texas Higher Education Coordinating Board. State Programs, some listed here, are based on availability of funds.

Due to limited funding in the program and the institution's unfortunate inability to fund all eligible students, UTB does not exercise its authority to make professional judgment calls for hardship requests for students who do not meet the basic program eligibility requirements.
