The Texas Government Code provides institutions of higher education the authority to establish their own holiday schedules.

Offices are to remain open and sufficient personnel, known as a skeleton crew, must be present to conduct official public business during certain holidays. Employees designated by their department as part of the skeleton crew on any given holiday are to receive equivalent time off within the 12-month period following the holiday worked.

Employees who wish to observe a religious holiday in addition to University holidays scheduled may do so by working on any holiday in which a skeleton crew is required or by using vacation or applicable accrued leave.

The legislature has designated Rosh Hashanah, Yom Kippur, Cesar Chavez Day, and Good Friday as optional holidays. With prior approval by an appropriate supervisor, an employee may observe these holidays in lieu of or in addition to those designated in the holiday schedule.
